I tell Japanese people I like Toku. I get Ultraman and Power Rangers as the first response. I saw Sentai toys on American store shelves literal years before I saw a Rider toy in an American store (Wait, correction. I've never seen a Kamen Rider toy sold in America). Ratings are fickle since you can't create an average since Kamen Rider was absent from TV screens for a decade.

Using my own personal experience, I can approach you and say "I think Sentai is more popular."
Until you find me a survey solidifying it, there's nothing to go on beyond personal experience and assumptions.
