Emu got the cards at the end of Chou Super Hero Taisen. I won't ruin it, but they get used then too.
It's not a nasty habit. It's historical wistfulness on the part of Toei. Because how else are you going to consistently beat your viewers over the head/give the nostalgia fans their pantsu explosions than showing as many Heisei characters as possible. It used to just be every once in a while, but as we get into the 'major' anniversaries (20, 25, 35, 40, 50, or 2000 episodes), the nostalgia choo choo just runs everyone over. Personally, I don't mind, it gives me some more information about series that I have yet to watch. And it's infinitely more satisfying than having a JDF return every season on some other Super Mega show.
But how else am I supposed to feel about Emu? If he were blander, he would be Takeru from Ghost. Where he really shines is when he is in his M persona. Let's face it, Ex-Aid has a medical motif and for good or bad everyone gets to be a bleeder. I also have to believe (I gotta believe) that unlike Takeru getting killed and revived every ten episodes, they decided it would be easier to just maim Emu a lot until he got the message. Also

There was no loss of character attributes in the writing, was there? And I agree, that was the best part. Having it as no more than six hero characters made it easier to develop in the 90 minutes. Granted the gaping plot hole of 'let's follow the guy that gets stabbed a lot', but I'll ignore it. It wasn't Twilight Zone. It was Groundhog Day: The Game.

Kaito/Baron really needed his own series.
The use of Blade's lore to fill in the gaping plot hole was possibly one of the better tricks used in a crossover.
As an Undead, Kenzaki is able to sense when other Undead are around. Kind of like being the Highlander. In the virtual world though....again, we'll use the Decade Effect.
Dan used Kenzaki because an Undead Orphenoch is that bridge gap between the living and non-living world. Easier when you are a zombie I'm sure.
Let's just all admit that Decade gets one thing right. It is so #$@%@%$ up that you could literally throw any continuity in there and call it factual.
Kenzaki didn't need a final scene. He just dusted himself off and moved on.
It's obvious Kiriya is getting the most focus among the goriders. He's getting another special after this 3 part mini series and the Taiwan movie.
