Fear is more than fighting a big bad guy. Pain is more than getting hurt in a fight. I'm gonna go ahead and guess that in the actual show Kuuga does show pain and does fear something.

With Kuuga it's more that he doesn't fear the monsters he fights and he doesn't let pain stop him from saving the day.

Here are a few conditions to be a Kamen Rider:

1~Black: massive cybernetics surgery(details may vary i.e. Riderman)
RX: massive exposure to solar radiation and a cracked King Stone which has been pre-installed in your body
Shin: massive gene-splicing
ZO: massive gene-splicing
J: die or almost die and then get revived by a huge grasshopper
Kuuga: an excavated tomb of an ancient warrior from who knows how far back that carries the belt
Agito: awakened seed of Agito given by OverLord of Light
Ryuki: make a contract with a monster from the mirror world who may potentially kill you if you lose the card that has its image imprinted (so DONT TRADE IT FOR SOME RARE CARD that is a few hundred bucks on a auctioning site)
555: ...you got a be an orphenoch if you don't want to die trying
Blade: high synchronization rate with the Rouse Cards
Hibiki: a oni who goes by this name as a mentor and lots of training!
Kabuto: the belt chooses you so good luck (optional: foot soldiers who cosplay as ants)
Den-O: need to be a singularity point
Kiva: ...you got to be a fangire if you don't want to die trying
Decade: pretty much anyone (works better if you are an amnesiac and does not mind a middle-aged man screaming "Onore Decade!" at the top of his lungs)
W: co-op buddy required
OOO: medals
Fourze: not a whole lot. supporting friends are a plus
Wizard: overcome a traumatizing ritual of dispair which may erase you from existence and create a phantom during the process


so I am going with Fourze since it seems least painful

And for those who wanna go for Kamen Rider Joker, you still have to go through W first, cause that was how Shotaro was first aware of the Joker Mermory. If he never met Philip, he never would've gotten it.
