I think it's his appearance in 'The Two Doctors". Being about 16 years after his regeneration (in real time), we should expect him to look a bit older. In universe... he got hit by a hair whitening ray?

ok make sence until his out of carahter TV appear on TV in the 80's where it was 20th anniversary and he had grey with bits of brown

I suppose I should have said the vocal majority. It amounts to more or less the same thing as it tends to be the 'perceived norm'.

Fun fact: While Tom popularised the jelly baby thing it actually came from the second Doctor.

It first happened in The Dominators, but then showed up again in The Three and Five Doctors
