Because it never got a toy.

That's the reason I figured anyway. The toy didn't pan out so they were asked not to use it much by Bandai.

Kentrospiker is an old toy and Carnival is new so they have to promote it right now. I'm willing to bet much like other super modes Carnival will be used a bit less as time goes on.
