I'm not sure other than using a Combee with honey gather. But I've read sweet scent has the same effect too, but I haven't put that to the test yet.

Can't find where to buy it but you can use a Combee with the Honey Gather ability.

My Combusken evolved into a Blaziken right in the middle of the Grass gym. I can't wait to Mega Evolve him and Blaze Kick through the entire gym

I can confirm that sweet scent works to attract hordes. The easiest pokemon to catch with it are Illumise, on route 7 outside the day care.
