I assume their Pokémon are actually their parents'/teachers', who lent them so they wouldn't be in danger while they explore outside.

Shauna's the romantic interest. but I have to agree that they don't do much. The only one who does anything really significant is Serena. thinking about it though...what have rivals of past really done? Ok, Blue/Green did become the champion, but other than that...

I think it's more that they're not "Official trainers recognized by the Pokemon League" and all that jazz.
After all, what's stopping someone from taking a Pokeball and catching a Rattata outside of their house in the Pokemon Universe?

Shauna's text in game actually made me think she was supposed to be a love interest of some kind. Made me feel awkward when i realized i was playing as the girl.
