Good question, I'm wondering that too. I guess they just took their one of their best-selling Super Sentai in recent years and decided to expand the gimmick.

Toy sales are a pretty good indicator to what seasons were popular, because they're what kids love enough to buy toys of, I guess. And it's not like Toei didn't give fan nods otherwise, because I can't think of another reason why Timeranger was chosen as one of GoZyuJin's modes.
