Yes, there's Pirates of the Caribbean for older audiences but also Tinker Bell and the Pirate Fairy and Jake and the Neverland Pirates for younger audiences.And the pirates are the villains in Peter Pan (Never say any sequels/spinoffs, though).

Because most of the time in kid's programming, the pirate is used as a villain or comic relief ploy, never really as the main hero. True there are some shows that break this mold, but 95% it's a pirate being villainous. Of course it wouldn't be the first time Power Rangers was close to pirates...
