I'm beginning to like the Shatieeks from Hikounin Sentai Akibaranger, especially since the costumes practically cost nothing.

The Originals (In America Anyway). Lord Zedd's Putty Patrol. Like Zedd they were really threatening in the first episode, and were replaced by something just as awesome later on. The Tengu.
