It's part of Super Hero Time so I'd imagine that's pretty much the case, though I'd say it's more of the girl equivalent to Kamen Rider, not so much Super Sentai.

That seems to be the main explanation, they wanted to continue Futari Wa's popularity but couldn't continue to use Black and White forever, so they made new lookalike characters with a very different power set.

Kind of like the switch from Kamen Rider Ichigo to Kamen Rider Nigo, they only did a full on redesign once they got to V3.
