I voted Kiva. Honestly, while people mock/complain the overuse of Emperor form, it really shows just for strong the Fangire were. I mean, Rook showed up like 15 episodes in and trashed everyone. And I know people also like to go after Wataru's Hikkomori nature, but I also seem to recall his bent as "Fuck off or I kill you dead King". What happened if THAT Wataru stepped into this "battle", hm? Or how about the Wataru that was trying to get Tsukasa to destroy the AU Rider worlds?
Sorry if my opinion seems a bit standoffish. While I realize Kiva as a series has its flaws, I'll stand up for since it was my first Kamen Rider experience. |

It doesn't repress that attitude as he started acting like that even while the limiter was still on Zanbat. That attitude stems from his experiences in the past fighting alongside his father and a wish to be stronger. That attitude is all Wataru. The limiter merely keeps the power of the sword (and it's influence) from corrupting him. But honestly by the end of the series his resolve and strength had grown such that I believe he could easily withstand Zanbats' true power.

Kuuga has more finesse with his forms...Kiva...well as Decade would say, "use a beast to fight a beast."
W is just under powered. He actually is one of the weakest Riders I have seen, but damn he has style... Kiva is raw power yes...but just not enough. The fight would get dirty and there would be a TON of collateral damage, but in the end Kuuga would stand. |

However that's not really a statement on his weakness but more of a statement on just how powerful his enemies are. By the end of the series, once Wataru has returned from the past, his damn eyes frighten Fangires. The monsters that require a final form to fight every time are scared of his stare in human form! That's a true testament to Kivas' power.

I suppose W and Kuuga would just have to wait for a few hours if Kiva tried to kick anyone then. But if I'm not mistaken and forgetful, doesn't the Luna memory draw its power from nighttime?
