Help me identify a toku

Okay this has been bugging me for years now, So when I was a kid I always rented a video from Hollywood video that was a Sentai like movie where the gimmick was the sentai was all kids and they were still kid sized in the suit. All I remember about it was there was a clown villain and one "Ranger" was green with the animal Dragon and they swallowed gems to get there powers. If anyone has any clue what I'm talking about and knows what it is pleas tell me because there has to be someone else who knows what this is.
