So Rayquazza gets a Mega, yet Groudon and Kyogre still are the only ones slapped with the "Primal" title?

They're actually going to explain in the story why he's a mega evolution and not a primal reversion.

Dragon's Ascent is a flying type version of Close Combat/ Overheat etc. Watch it get the stat lowering effect.

Probably lowers defense and special defense like close combat since Mega Rayquaza took a lot of damage from just one ice shard.
