Exactly. Main riders, not even necessarily their alt forms. They will never do a Renewal Gattack & Sasword or anything like that before at least all the main Heisei Riders are complete (Kiva).

I agree that the ones you've listed probably need them more, but Double has same glaring issues and OOO had some pretty lazy paint applications and very bad joints and general QC problems. They're also likely to see a lot better than most of the second riders, let alone guys like TheBee.

There is also those cuffs parts on his hands and ankle which is really bothersome when trying to switch out hands.

The W figuart sucks tremendously. At least those other outdated character forms aren't terrible figures.

Kiva has to be the top of the list, for me. C'mon, Ixa has more figures than Kiva does ATM.
