So how much longer until I have keep on refreshing on the page on Ami Ami for Rider 3? I normally pre-orders go up around 1:30 AM or 2:00 AM?

1600 their time, so about 3AM for the US East Coast.

4pm, Tokyo time. With Daylight Savings in effect, that's 3am Eastern, 2 Central, 1 Mountain, and 12 Pacific.
