Maybe the confession dial just malfunctioned. With the Time Lock being in place and all, maybe it couldn't get back to Gallifrey the normal way and had to spend two billion years (on the inside at least) smashing through it.

I don't, if only because it'll make one of (if not the) best Doctor Who audio stories ever produced essentially non-canon unless it drops a ton of references no one will understand.

So basically, you should all just go listen to the fourth season of Eighth Doctor audios and enjoy the finale instead.

Yeah, I'm talking about Heaven Sent. It was awesome as they never really stuck him in a time loop before with a castle that came out of Legacy of Kain and featured the Scissorsman from Clock Tower.
