It depends on Toei. Toei probably wants a TV deal. I guess Super will get dubbed when it airs on Toonami like late this year or maybe next year. Buu saga Kai is not out yet in the US. Supposedly the Buu saga Kai dub is compete and is plan to air on Toonami. Funimation most likely a sign a TV deal with Toei and Toonami to air the rest of Kai and Super on TV.

Funimation wants to get the TV distribution rights set up at the same time they get the license for Super so they can air it on CN. Oh, and yeaaaaaaaaaaaaaaaaaaaaaaaaah, the bad animation stuff, about that... EDIT: So it sounds like Toriyama is not too pleased with the overall execution of Super. So would you guys see it on TV or on Netflix/Hulu etc? Personally I'd like to see it on Netflix, since I don't even use my own TV anymore, it'd be better I honestly think.

Knowing Toei, it will probably be on TV. With Dragon Ball, Toei likes to have a TV deal because that's what actually gets the money and merchandise rolling for them. With One Piece, it's a different show and the brand name is not as big as Dragon Ball in the US. Most causal Dragon Ball fans in the US like the series dubbed only and will wait for a dub. Not every fan in the states have seen the show yet.
