It's the whole "everyone is special, everyone gets to be unique by being the same" fallacy.  Whereas giving the upgrade to one character does make them special and does make them stand out. That's what the whole sixth ranger idea is built on, afterall.

			Tensou Sentai Goseiger had a pretty solid upgrade option for everyone, though overall it likely is a cost thing/toy thing. Though a lot of it may just be chalked up to tradition to only focus on one character. |

			Also there is the VS exclusive Megatectors for Megarangers, Magiranger power-up, Super Gekiranger, that thing the Goseigers had, and Powered Custom in Go-busters.

			I think it's because they want atleast one ranger to be unique, this usually being red which I am okay with, or they just can't afford to make a bunch of suits and effects for a whole team
