Agreed. Scizor is one of my favorite non-Legendary Pokémon from Generation II.

Fun Fact: Diancie is the only event Pokemon not obtainable in 2016 at the moment.

Deoxys- Obtainable in ORAS
Hoopa- released in a new event for Europe only so far

You catch him in the post game Delta Episode.
If you faint him during the Delta Episode, he'll respawn at Sky Pillar once you beat the Elite 4 again (Though I don't believe you get a second chance if you faint him at Sky Pillar).
