The show was written to be in a soap opera style. The ending was suppose to be bitter sweet to remind you that this is still a drama not just a superhero show.

I understand what you're getting at, but "Soap opera" isn't really the right way to describe it, since those are basically designed from the get go to just...Never end

I know what you mean and I know each season stand on its own technically but Super Sentai is still in production. So technically yeah it is like a soap opera lol. Older characters tend to make reappearances. I mean I could say drama but soap opera kinda has a certain feel to it that differs from other dramas. And that's the feel that Jetman was going for.
