Yeah, sure. Most actors don't even get (or want) to reprise their characters in the actual live action movies...

It depends, Tsukasa's actor LOVED working on KR, and Kenzaki's actor got brought back several times despite how controversial it was when people found out the new Kamen Rider protagonist at the time was in a gay porn. Only actor I know wouldn't want to reprise their role is Yuusuke Godai's actor as he outright hates KR, maybe Tendou's actor as his most recent role was in some american show

Actually, that was debunked not too long ago (1 or 2 years ago, I think). He said that while he didn't like Tokusatsu, he still took the job and ended up liking the project. Problem is more that OdaJo is super famous in Japan and just doesn't have the time, which also goes for others, icluding Satoh Takeru (Den-O), Seto Koji (Kiva), Suda Masaki (Philip) and to some degree some members of the crews from Wizard-Drive. Don't know about Ghost yet.
It's not about liking or hating Kamen Rider, it's about the time. The usually have much better pay with other acting jobs outside of Kamen Rider.

Hibiki's actor recently reprised his role in a game for the first time ever and that was a pretty big thing, because he wasn't very happy about what happened to the show when Inoue and his team took over.

I think if I pick a OVA spin off for any Raider, I would like to see a Kamen Rider OOO OVA based on the first OOO from many years ago. It would be interesting to see more backstory on the first OOO.
