Most likely. Unless the 3P group wanted to go all out and make him a triple changer with a Military speedboat and a Stegosaurus as the 2 alt modes.

A cartoon-accurate Sandstorm wouldn't look much better, though. That guy's always had a weird design.

Also, Generations Sandstorm is fucking phenominal, second only to Gen Springer in intuative triple changers.
