Even if he were the real Kiriya he'd just die again by the end of the movie anyway. It's better like this since it doesn't make his ending so obvious.

Don't really think this. The Black Cross King already appeared in SHT just as a background monster and he will most likely have the same role in here. Shocker leads both Sentai and Rider villain groups in this movie.

I'm still annoyed they cut the scene where W and Accel were going to face the Black Cross King in SHT. It's a complete waste to have a scene fully recorded like that, but dump it just because back then they avoided using replacement VAs for the Heisei Riders (they only did attack cries and such, no words). They even credited the replacement VAs for W and Accel even though in the final cut of the movie they get no lines.
