I doubt that will be the case. Rumored spoilers for a later episode (I want to say 37 or 38) have Masamune coming up with a plan to kill Pallad so Emu can't access his final form. IIRC, it's actually the first time I've witnessed in a Rider show where the main villain was genre savvy enough to know that the main guy's final form is stupidly OP and the only way to beat them is to cut off their access to it..

I mean, he sort of realized it. He tried to pause time before Emu could finish the henshin into Hyper Muteki, but it's almost like the gashat just stuck its middle finger out at Cronus and he transformed anyway. I like to think that was an intentional design feature on Kuroto's part just as a "fuck you" to Cronus.
