That is actually the GoGo Shovel Special Color Edition. They did Shovel, Drill, and Mixer all painted up like authentic construction vehicles. But they were all released seperately and are pretty hard to find. I'd LOVE to have that one plus the other 2 at some point. Oddly they never finished the set by doing Crane and Jet. The stopped after 3.

Yup. They were released individually. And they run 8000-10000 each. I want all 3 regardless. Never seen them cheap though

Best decision I made(in collecting) was dumping Transformers, Joe and comic stuff. Stick with what your passionate about. I had such awful impulse control, now I can walk into a Walmart and just laugh at the 16 dollars they want for a Deluxe Transformer.

Yeah. So I had every 25th Anniversary GI Joe character carded (alongside my opened ones). After I took them off the wall to pack them up, I stared at them, thought about how long it would take me to put them back onto the wall, and sold off nearly every one of them sans the Snake-Eyes, Cobra Commanders, and then a couple of others.
