The VS part I understood right away but could not figure out the individual significances. Safety seems like a likely choice for Patoranger since they are police officers. Unless it stands for Seigi which means justice. But Safety it is I guess.

So the Trigger Machines and the Dial Fighters make parts of a gun. The Trigger Machines become the trigger of a gun and the Dial Fighters because a scope (well they are meant to be a scope). So was someone just taking apart a gun and came up with the gimmick?

Probably, that is if they ever release the winter vs movie. Which by the way, shouldnt they be promoting by now? I guess if not they can always go the Kamen Rider route of having an epilogue ep that introduces them.

Makes sense I guess. I assume the budget was insufficient to film one otherwise we would be already seeing promo clips and whatnot. Honestly I am fine with them not having a vs movie this season considering they gave people 12 rangers to root for. Anyhoos psyched for the press conference.
