So they make money on the shows being watched, and they save money in a variety of ways, by not doing things the regular/normal/legal ways.

Technically, anytime you're accessing the media in a way that isn't provided or approved by the copyright provider it's considered piracy.

That doesn't mean you aren't pirating it.
Asking is streaming toku illegal and if there will be any repercussions for it aren't the same thing.
