Could some cancelled cartoons from the 80's and 90's be rebooted ?

Revived. You mean revived. Reboots are fairly common,hell, the She Ra reboot got it's third season announced

I think they make up 90% of all kids' programming

They're brought back all the time. Transformers, She-Ra, Voltron, Powerpuff Girls, TMNT, Ducktales, Ren and Stimpy, etc etc. Hell, even the DCAU (Which started with the 90's Batman series) recently got a brief revival with Justice League vs the Fatal Five. And I think Rugrats is also getting a revival too.

While there are some shows that people love not getting brought back (SWAT Kats, Go-Bots, Street Sharks, etc), we're currently riding a tide of 80's and 90's nostalgia
