Pretty sure it's because from waist down the suit is pretty much reused for Ark-One so it was designed to fit with both forms, but only color-wise. They couldn't have all the broken incomplete parts there without dragging down Ark-One.

I mean it's obvious in hindsight, but when he was first revealed it was so dark I couldn't even tell.

Honestly, it's not that bad. Some prototypes don't look horrifying ugly in all places. Sometimes a prototype does look pretty janky and thrown together. But for Ark-Zero, it's an incomplete form for what Ark-One will be. In Kamen Rider Kiva, 1986's IXA is supposed to be a prototype while the 2008 IXA is the final product. The only difference on the suit is that 2008 IXA has its helmet open up. Or in Kamen Rider Drive, Proto Drive has a few differences from Type Speed, but overall its just a modified suit with small changes to regular Drive. Ark-Zero looks fine for what it is, an unfinished janky ripoff Zero-One.

I wonder if Ark-One's gonna be obtained by possessing a human host, will the Ark possess Thouser first then later Zero-One?

Zero-Two's debut will be when Izu fixes the Zero-One Driver to Zero-Two, and do the same way as the Progrise Hopper Blade.
