I'd argue Phillip is smarter because he has direct access to that insane library of his. Kengo is smart and has innate knowledge, but it doesn't seem immediately accessible.

Philip has knowledge of the Earth through the Gaia Memory, Kengo has knowledge of the cosmos due to being the Core Child. So neither of them is smarter, they just know more about one topic than the other.
