They seemed to have published translated copies of the novel in Japan in the 1970s and 80s but I am strongly convinced that it only popped up in the mainstream radar for Japan after the Johnny Depp and Freddie Highmore movie, so it's known somewhat but probably not super famous.

I think that his clothing style is definitely popular, so I assume that this will most likely be the whole reference. Then again, the franchise has never borrowed heavily. Even historical characters in "Ghost" and fairy-tale heroes in Saber are shown quite uniquely.

Yeah, there is the whole Jiraiya/ninjutsu connection when it comes to frogs as demonstrated with Kamen Rider Shinobi and Kakuranger. So I googled frogs in culture and it seems frogs are also associated with Nu or Nun from Egyptian mythology as well. Seems far-fetched, but who knows, right?
