Seeing as how Black RX's adaptation Masked Rider failed and Ryuki's adaptation Dragon Knight wasn't good enough, will Kamen Rider ever be adapted in Canada instead of the USA?

No. I'm not even sure why we need KR adapted anyways, seeing as Toei is willing to license newer seasons to the West uncut.

I think so too. For that matter, you can try to do a local remake or variation on the theme, but the time for Power Rangers-style adaptations is long gone.

The days of doing a PR style adaption of Kamen Rider is long over. It would be easier to release the shows uncut overseas.

While I'm sure it couldn't possibly go worse than G-Saviour, the short answer is "No."

The longer answer is, as mentioned above, there's no need or desire to. You could, in theory, do a fully Western-produced season like South Korea did with Kyoryuger, but by and large there's likely not enough interest to do so considering that even Saban learned fast how making a homegrown series is incredibly expensive and difficult when they made Mystic Knights. And again as mentioned, splicing footage the way Power Rangers did is by now an obsolete method of adaptation, arguably for good reason.
