I thought Gold Drive was officially recognized as a Kamen Rider and I know for sure Another Agito is definitely a Rider, since he was recognized as one in the Gorider special.

What would we consider a Pseudo-Rider though? Is it based off of design aesthetics that are Rider-like? Because I'd definitely consider Heart one conceptually even if he doesn't really look like a Rider (you know, ignoring that he actually became a Rider in a V-Cinema).
