True story. Let's take a look at history.

Mighty Morphin Power Rangers (S1) - The Power Rangers never truly defeat Rita. In fact, she creates an evil Green Ranger that nearly destroys the Power Rangers, then he switches sides only to have his power taken from him, and comes back in limited capacity.

Mighty Morphin Power Rangers (S2) - Lord Zedd arrives and defeats the Green Ranger, thus allowing him to become the White Ranger. Rita comes back and her and Lord Zedd continue to wreck Angel Grove.

Mighty Morphin Power Rangers (S3) - Lord Zedd and Rita destroy the Thunderzords, kidnap Kimberly and strip her of her powers, plant a spy in Kat, and eventually with the help of Master Vile, revert the Power Rangers to children. The Alien Rangers appear and give the Power Rangers time to get the Zeo crystal to become adults again, but they still don't beat Rita and Zedd.

Power Rangers Zeo (S4) - Rita and Zedd are scared off by King Mondo and the Machine Empire, but still hang around. The Zeo Rangers fight and manage to destroy Mondo twice, but never entirely.

Power Rangers Turbo (S5) - Divatox arrives and fills the void from the Machine Empire. The Power Rangers actually lose to Divatox, but she's summoned away by Dark Spectre.

Power Rangers In Space (S6) - Andros and Turbo Rangers become Space Rangers and still can't beat Astronema, or any of the other previous villains. It's not until Zordon "dies" that the villains are finally defeated. This marks the first time a villain and their "empire" is destroyed.

Power Rangers Lost Galaxy (S7) - Trakeena is defeated by Leo in grand fashion.

Power Rangers Lightspeed Rescue (S8) - Carter is able to defeat Queen Bansheera with the help of Diabalico.

Power Rangers Time Force (S9) - Ransick turns himself in after the Power Rangers defeat every single criminal he brought back in time with him.

Power Rangers Wild Force (S10) - The Animal gods (more or less) assist in defeating Master Org, but the bad guys are 100% defeated.

Power Rangers Ninja Storm (S11) - Shane, Tori, and Dustin use their ninja powers to trap Lothar in the abyss of evil, destroying his mini-ninja empire.

Power Rangers Dino Thunder (S12) - Tommy has the Power Rangers unite their powers to destroy Mesogog after they destroy his base of operations.

Power Rangers SPD (S13) - The Magnificence is defeated by the Power Rangers and Grumm is taken down by Doggie Kruger.

Power Rangers Mystic Force (S14) - Good magic overcomes evil magic as the Mystic Force Rangers use all their powers to defeat The Master.

Power Rangers Operation Overdrive (S15) - All the bad guys are defeated and the final guy, the frozen dude, is defeated by Mack even after he uses the Jewels of the Aurora.

Power Rangers Jungle Fury (S16) - DaiShu is defeated by ol' Black Lion guy and put away for good by the Jungle Spirits.

Power Rangers RPM (S17) - The Power Rangers use a virus to defeat a virus and Venjix is destroyed (though the blinking light in the Red Ranger morpher has one believe otherwise).

Power Rangers Samurai (S18) - Pretty sure Jayden will use the sealing power on Master Xandred, sealing the Nighlok away for good.

So what's my point?

MMPR, PRZ, PRT, and PRiS all featured Zordon. And while Zordon was alive and mentoring (in some way, shape, or form) the Power Rangers, they were never able to fully defeat the bad guys. But once Zordon bit the dust, the Power Rangers have successfully destroyed the bad guys every single time.

That is why he would be the perfect villian in the Gobusters adapatation. Have Messiah be Zordon.

Also remember zordon taught them they were never to escalate a battle beyond what the evil monster of the week did. Had they merely flown their zords to the moon and wrecked hell, Rita would have been little more than a nuisance.
