No it doesn't.
Cutter Wing and Crane Arm are not included, and will come with Proto Birth.

I meant to say drill arm rather than crane, but hadn't must have misread about the cutter arm. Will change that now

Proto Birth too as well I presume.
That's the only way to get Birth fully loaded, and also CLAWs Sasori.
To go on further you can make a little bit more cash for the original Kamen Rider ReBirth, which is being featured in the latested Hobby Japan.

EDIT:
Proto Birth releases in October. So preorder for it will be opened next month.
