C. A toatally different entity that has taken on the personality and traits of Hoeru's actual older brother

Shows how fragile Hoeru's self-confidence is that Kuon can persuade him to give up on friendship so easily. Poor Hoeru has a rough time here. Our noble wolf just got used to having a pack and now those toxic words have set him back. Just like Tsutsumi told him before, Hoeru concludes he has no right to participate without a No.1 Ambition, seeing the determination of his friends to protect theirs after he forces them to defend themselves. Also sad for Kinjirou, the heart, as it's clear he takes no pleasure in the idea of having to deprive Hoeru, but accepts that it's hunt or be hunted.

It wasn't just Kuon's actions alone though. Hoeru was already feeling insecure as he had just been denied a job by Ryugi, like, surely Tega Sword Village should have part time jobs that don't involve customer service. Let Hoeru balance the books or something. Kinjirou was even starting to get through to Ryugi to encourage him to lighten up on the rivalry thing and make friends, but sadly, it happened too late. Kuon exploited the weak relationship between Hoeru and Ryugi to make Hoeru think that kind of thing was inevitable, that nobody would ever appreciate him.

This adds more depth to Hoeru's rivalry with Fire Candle, who draws strength from his friends. Fire Candle is like a villainous Kisaragi Gentarou, waiting for the Sakuta Ryusei to punch him with some real emotions, but this one-sided fight was disappointing for him. While little has been said between them, it's clear that Fire Candle sees something worthwhile in Hoeru. I'm really enjoying their dynamic and I think they can help each other develop and maybe become friends.
