Its done to seperate the second Decade that began with W from the first Decade of Heisei from Kuuga to Decade.

Fans do it because the shows that started with W onward are so very different then what was done during the first ten years of Heisei Rider.

There is a very distinct change of tone starting from W, tending to be more light hearted and less dark and gritty when compared to the Kuuga - Decade era. That's really all there is to it.

Its really going to be interesting how they will handle the whole Showa/Heisei thing once the current emperor dies and a new Era will replace the Heisei Era.

Not that I know of. Maybe there is a Hyper Hobby or another Magazine were someone stated something in regards to that but I have never read one in person.
