how does it break down anything in it's own universe? especially when Kuuga's universe is all self-contained when they made it?

He's canonically stronger if what the series states is to be true.

In it's desire to be a very weak mystery, it's very much the characters sitting around telling the audience about x and y rather than showing them.
We do see Kuuga's blast radius for Rising Mighty, shockingly. However, it is nowhere near strong enough to wipe out a city. Fuck, Amazing Mighty's rider kick isn't significantly larger.
A nuke can't wipe out an entire city. Amazing Mighty can barely destroy a city block.
Either Ultimate over a million times stronger than Amazing Mighty (It would take what, a million super nukes to destroy the world?) or someone in Kuuga's production team is bullshitting so their baby remains the strongest.
