I want a SHF Ichijou before SHF Kiva. Why haven't they made one, yet?

The difference is that Ichijou isn't a rider. He's just a really proactive guy who was basically the lead in Kuuga.
He deserves a figuart.

I won't mind figuarts of human characters from Kamen Rider shows if they don't give them a anime/manga look to them. I would have no idea if SHF Hana was Hana from Den-O if I didn't see the box for the figure. The figuart of her looks like she can from a typical anime show.
